Region Stockholm is seeking contractors for the largest single contract in its ongoing metro expansion programme, covering TBM excavation and four stations on the new Yellow Line between Fridhemsplan and Älvsjö. Requests to participate in procurement package 77142, TBM Tunnels and Southern Stations, are due by 23 September. The contract is estimated at SEK5.3–6.1bn (approximately £400–460M).
The package combines excavation of the twin running tunnels by two TBMs with drill-and-blast excavation for the stations at Älvsjö, Östbergahöjden, Årstafältet and Årstaberg. A single contractor will therefore be responsible for the main tunnels and four of the line’s six stations.
“This will be the single largest contract within the entire metro expansion,” said Johan Brantmark, head of the Metro Extension to Älvsjö.
Region Stockholm opted to combine the works rather than procure a series of smaller packages because of the interdependencies between tunnelling and station construction.
“Our assessment is that having one and the same contractor offers the best conditions for planning and carrying out the work as efficiently as possible,” Brantmark said.
The procurement is being conducted in two stages. Contractors are currently applying to prequalify on the basis of their competence, experience and capacity, with selected candidates subsequently invited to tender. Region Stockholm said quality will carry significant weight in the tender evaluation alongside price.
The deadline for questions during the prequalification stage is 16 September, with requests to participate due through the e-Avrop procurement platform a week later.
Iveta Sandström, head of procurement, urged contractors not to leave applications until the deadline and to ensure all required documentation is complete, as missing information cannot be added after applications close.
“I look forward to receiving strong applications for this important and exciting assignment,” Sandström said.
Under the current programme, the two TBMs are scheduled to arrive in Stockholm in autumn 2029 for assembly at Älvsjö before excavation begins.
