Ron Teachman

Ron Teachman joined NPI as a Senior Law Enforcement Advisor in August 2026. He has nearly five decades of experience across municipal policing, international police reform, criminal justice training, and public safety technology. His career began in law enforcement with the New Bedford, Massachusetts Police Department, where he became Chief of Police in 2006. Following this, he worked with The Emergence Group on a U.S.-funded community policing initiative in Tajikistan focusing on police reform. In 2013, Teachman served as Chief of Police for South Bend, Indiana, emphasizing community engagement and accountability. Subsequently, he worked in the private sector assisting law enforcement agencies with technology implementation to reduce gun violence. In 2023, he returned to public service as the civilian Director of the Prince William County Criminal Justice Academy in Virginia. He holds degrees in Criminal Justice, Sociology, and Political Science, a Juris Doctor, and certifications from the FBI National Academy and various executive development programs.

The narrative traces a trajectory from traditional municipal leadership to international reform work, followed by shifts into domestic public safety administration and technology implementation. The pattern suggests a consistent movement toward roles requiring expertise in institutional change—moving from direct operational command (Chief of Police) to systemic reform (Tajikistan), community engagement (South Bend), educational development (Virginia academy), and technological solutions. This trajectory implies a continuous focus on bridging the gap between policy, practice, and training within law enforcement structures. The emphasis on community partnerships and accountability across various roles suggests an underlying operational assumption that effective public safety is achieved through collaborative institutional restructuring rather than isolated enforcement. The implication for agency is that expertise in post-conflict settings or large-scale educational programming can be effectively translated into domestic improvements when applied to local governance. What assumptions about the speed of systemic change versus the necessity of localized buy-in are embedded in this career arc? How does the focus on technology and reform simultaneously positioned within public service and the private sector influence the perception of institutional effectiveness?
