"Regional legislatures should not only assess whether the budget has been spent, but also whether the spending has delivered meaningful results," Wiyagus said in a statement received in Jakarta on Friday.
He made the remarks during the 2026 Regional Coordination Meeting of the Association of District Regional Legislative Councils (ADKASI) for Kalimantan, held in Banjarmasin, South Kalimantan, on Thursday.
According to Wiyagus, effective oversight is essential to ensure that every rupiah allocated through regional budgets generates tangible benefits and addresses public needs.
He also expressed concern over the low realization of regional governments' capital expenditure. Based on data he presented, capital spending had reached only 12.64 percent as of June 2026.
The figure, he said, should prompt regional legislatures to intensify oversight so that local governments accelerate the implementation of development programs, particularly infrastructure projects, rather than leaving budget allocations idle in bank accounts.
Wiyagus further encouraged regional legislatures to conduct budget deliberations and oversight based on measurable performance indicators.
He stressed that every budget policy should address concrete public issues while delivering benefits that can be directly felt by communities.
"Every budget discussion should be able to answer four key questions: What problem is being addressed? Who will benefit? What outcomes are expected? And when will those outcomes be realized?" he said.
Wiyagus expressed hope that the coordination meeting would produce concrete and measurable follow-up actions instead of merely issuing general recommendations.
He called for each action plan to include a clear implementation timeline, designated responsible parties, and measurable indicators of success.
"Prepare a clear follow-up agenda outlining what will be done within 30, 60, and 90 days, who will be responsible, and how success will be measured," he said.
