美國目前部署在東亞的兩艘航空母艦已雙雙離開印太——「林肯號」(USS Abraham Lincoln)結束近九個月、支援對伊朗軍事行動的部署後,先駛往泰國休整,已於9月6日啟航離境;母港位於日本橫須賀的「喬治·華盛頓號」(USS George Washington)則被調往中東接替「林肯號」的任務。這意味著,印太地區目前沒有美國航母「駐留」。
長期以來,航空母艦一直是白宮應對台海緊張局勢的關鍵工具,通常在危機時刻部署,試圖穩住局勢。
此次空窗期恰逢2027年前夕——中國人民解放軍建軍100週年,長期被一些分析視為北京可能對台灣採取行動的敏感年份。但卻可能出現中國同時部署三艘航母、美國在東亞為零的局面。
因此美國軍事部署,特別是航母的變化究竟是暫時調度,還是會改變區域對美國介入意志的判斷?台灣如何面對?
美軍航母:盟友的「心理保證」
美伊戰事爆發、俄烏戰爭未歇,加上龐大的軍費壓力,讓華府的軍事部署再度成為外界焦點——印太地區一定程度上被當成了中東戰場的後勤倉庫:駐韓美軍的「愛國者」防空系統被討論調往中東;日本橫須賀的航母被派去接替「林肯號」;亞太航母部署出現真空;美韓聯合軍演規模也被壓縮。
其中,航母動向格外引人關注。美國卡托研究所(Cato Institute)美中關係分析師埃文·桑基(Evan Sankey)向美聯社說,航母給美國盟友的是心理保證。印太區域沒有航母,「會加強一種整體感覺:美國正被中東局勢分心。」
華府保守派智庫哈德森研究所(Hudson Institute)非常駐研究員長尾賢博士(Dr Satoru Nagao)向BBC強調,美軍航母在西太平洋的角色主要是政治性的:「部署航母,是在展示美國的存在,以及國家的介入意志。如果沒有可部署的航母,這個地區的人們就會擔心:一旦中國入侵台灣或其他地方,美國是否真有意介入。」

不過,美國空軍退役上校、海洋透明倡議組織「海洋之光」基金會(SeaLight Foundation)主任鮑威爾(Raymond Powell)向BBC中文強調,他更擔心的不是軍事空窗本身,而是它向這個地區釋放的訊號:「北京會把它解讀為美國衰落、分心的象徵」,而中國官媒也已在大力推動這套敘事。
台灣該擔心嗎?
那麼,台灣該擔心嗎?
站在北京的角度,長尾賢認為,北京「一直想」升高灰色地帶施壓,但在特朗普政府下會更謹慎:「中國對他有所忌憚,因為他難以預測。特朗普對委內瑞拉和伊朗行動都沒有猶豫過。這代表北京不能小看他。若換成拜登,我認為(印太)情況反而更危險。」
鮑威爾則向BBC分析,北京的策略仍以灰色地帶行動與政治戰為主,也就是「不戰而屈人之兵」——說服區域相信美國太弱、太分心,現在正是接受即將到來的「中國主導秩序」、及早讓步的時候。
「中國真正要說服區域各方的是:中國崛起、美國退縮已是定局,接受這個定局,才是通往安全與繁榮最穩妥的路。」鮑威爾稱。
也有分析人士將焦點放在印太地區近期陸續展開的選舉週期上:「這套『美國救不了你』的論述,在馬尼拉、台北這類即將舉行選舉的地方特別有殺傷力,北京顯然有意藉此影響選情走向。」
換言之,這場空窗期更像是一次壓力測試,而非開戰倒數計時。測試的對象,一端是台灣的社會心理,以及日本、菲律賓對美國承諾的信心;另一端則是軍事上的反應速度——五角大廈能多快用潛艦、陸基戰機和兩棲打擊群補上航母留下的空缺。
「意圖」比航母的變化更重要
日本國際教養大學(Akita International University)中國研究副教授陳宥樺則向BBC中文指出,台灣及其盟友真正該留意的,其實是美國對中國嚇阻「意圖」的變化,而非航母是否實際在場。
他解釋,今年5月特朗普訪問北京、與習近平達成所謂「建設性戰略穩定關係」後,根據台灣官方資料,解放軍在台海的「灰區」行動頻率於同月達到高峰,隨後中國在南海的動作也呈現同樣的上升趨勢。
「因此,比起美軍航母是否實際部署在東亞,北京對『美國是否有意破壞中美關係』的判斷,可能才是驅動解放軍灰色地帶行動的真正主因——這一點,在習近平即將訪美之際尤其值得觀察。」
此外,陳宥樺向BBC中文提醒,嚴格來說,不能說現在東亞沒有航母,資料顯示林肯號已於9月6號離開泰國,並且表示會繼續在第七艦隊的責任範圍內執行任務。
陳宥樺強調,即便美國暫時沒有任何的航空母艦打擊群在東亞,美國對北京的武統的嚇阻能力也不會消失。因為各航母打擊群本就長期在全球各地巡弋:一旦台海有事,美軍隨時可以緊急調動航母馳援,1996年台海飛彈危機期間,美軍「尼米茲號」就是從中東緊急調來的先例。
最後,多數受訪專家認為,對台灣而言,眼前真正的風險並非「美國一走、中國三艘航母明天就來封鎖」,這更接近疑美論者的想像。
真正的風險,其實是一場關於認知與意志的拉鋸戰:北京用三艘航母入列、繞台軍演與西太平洋遠航訓練,把「美國顧不上台灣」植入到該區域的敘事之中,以動搖台灣及其盟友的信心與人心。
