Fort Collins resident proposes paying people to learn, teach and contribute

FORT COLLINS, Colo. — There is an old assumption about education in America: if you want to get somewhere, you must first find the right gate.
The university has a gate.
The profession has a gate.
The apprenticeship has a gate.
The computer lab has a gate.
The good job has a gate.
And, increasingly, the gates have become expensive.
Ross Nesbitt, a Fort Collins resident and longtime systems engineer, has been thinking about what might happen if somebody built the opposite kind of institution.
Not another gatekeeper.
A free gate.
Nesbitt’s proposal is still an idea rather than a formal ballot measure. He is not asking Fort Collins voters to sign anything at this stage. Instead, he is putting the idea into public discussion and asking a more basic question:
What if a city deliberately built educational infrastructure that paid people to learn and contribute rather than charging them for the privilege of entering?
His proposed system would combine public computing equipment, network access, artificial-intelligence-assisted education, vocational training, multilingual instruction and community contribution.
The simplest version might require almost nothing from the student.

Listen to a short lesson.
Answer five questions by speaking into a phone.
Pass the quiz.
Earn 200 points.
That may sound almost comically simple.
Nesbitt says that’s the point.
“If this can’t work for somebody who has never used a computer before,” he argues, “then we’ve built another gate.”
The First 200
The proposed points would not initially be money.
They would be recognition: a visible record that someone had learned something or contributed something useful.
A person might earn points by completing a lesson, tutoring another student, translating material, verifying a source, contributing software, helping maintain a community project or demonstrating a practical skill.
What the points might eventually purchase—or whether they acquire any monetary value at all—would be determined later.
The first principle would be simpler:
You earn them. You don’t buy them.
That distinction matters because Nesbitt’s proposal is partly an argument about the economics of education.
Traditional institutions generally ask the student to bring resources to the gate.
This system would reverse the flow.
The community would invest resources in the person coming through the gate.
From Detox to Doctorate

The Synthetic Faculty
The professors in such a system would not all be human.
Some might be clearly identified synthetic faculty: persistent teaching personas with particular disciplines, voices and pedagogical styles.
That distinction is important.
A synthetic professor is not evidence.
The evidence remains underneath the professor.
The lecturer is an interface through which a body of knowledge is explained.
In this model, the source material, provenance, revisions and competing interpretations remain inspectable even when the lecture itself is delivered by an artificial voice.
That could make a synthetic professor something rather different from an ordinary chatbot.
The professor would have a curriculum.

The students could respond.
And the students could eventually contribute back to the system.
The Student Who Fixes the University
This may be the most unconventional part of Nesbitt’s proposal.
Suppose someone enrolls to study resident databases.
They learn the subject.
They build a project.
While working on the educational platform, they discover that one of its interfaces is inefficient.
They propose an improvement.
Their code is tested.
Another student reviews it.
A faculty member or qualified reviewer approves it.
The change becomes part of the educational infrastructure.
The next student studying resident databases encounters the improved system.

The student improves the university that teaches the next student.
This creates a feedback loop:
learn → practice → contribute → review → improve → teach.
Artificial intelligence could help operate that loop.
A participant’s local AI could monitor subjects that interest its owner, discover new information, test software, identify contradictions, suggest corrections and prepare possible contributions.
But the human would decide what their AI is permitted to submit.
The result would resemble Wikipedia in one respect: ordinary participants could improve a shared resource.
It would resemble open-source software in another: contributions could become working infrastructure.
And it would resemble a university in a third: people would come there specifically to develop their capabilities.
A Civic Laboratory
Nesbitt is proposing this initially as a public discussion, not as a finished piece of legislation.
That distinction matters.
There are difficult questions.
Who determines what constitutes a useful contribution?
How should artificial intelligence be audited?
How should privacy be protected?
Who pays for the equipment and network?
How should learning credits be governed?
What prevents an institution intended to eliminate gatekeepers from becoming another gatekeeper?
And perhaps the most important question:
What happens when somebody tries to capture the system?
Nesbitt’s answer is not to assume that future administrators will always be virtuous.
It is to design the system so that important decisions leave evidence behind.
Sources should be visible.
Rules should be visible.
Changes should be recorded.
Artificial intelligence should not become an unquestionable authority.
Participants should have avenues for review and appeal.
The software itself should be subject to continuous testing.
In other words, the system should be designed with institutional corruption in mind rather than discovered after the corruption has already occurred.
What Would Fort Collins Actually Gain?
Perhaps the most interesting question is whether this should be understood as an education program at all.
Consider a laid-off engineer.
A teenager who has never discovered what she is good at.
A retired machinist.
An immigrant learning English.
A parent who wants to learn programming at night.
A person rebuilding a life after addiction.
A small-business owner trying to understand artificial intelligence.
A doctoral student looking for collaborators.
Under the traditional system, these people occupy very different categories.
Under Nesbitt’s proposal, they could all approach the same infrastructure from different directions.
One could learn.
Another could teach.
Another could build.
Another could translate.
Another could review.
Another could simply listen.
The system would measure what happened rather than requiring everyone to fit the same institutional mold.
The Free Gate
There is a larger argument underneath all of this.
Every society needs gates.
Expertise is a gate.
Safety is a gate.
Credentials are sometimes useful gates.
But gates become dangerous when access to them becomes a mechanism for extracting wealth or power from everyone standing outside.
Nesbitt’s proposal is therefore not really an argument for eliminating gates.
It is an argument for building better ones.
Gates that are free to enter.
Gates whose rules are visible.
Gates that can be challenged.
Gates that reward people for becoming more capable.
And, perhaps most importantly, gates that open outward as well as inward.
A person walks through one gate as a student.
They may eventually become the person helping somebody else through it.
That is a different conception of public education.
Not a castle.
Not a credential factory.
A commons.
The Experiment Begins With Listening
There is no petition attached to this article.
There is no ballot language being presented as though the City of Fort Collins has already adopted it.
There is simply an idea placed on the table.

Because perhaps the first free gate is not the university at all.
