The U.S. government on July 21st announced more than $5 billion in funding for the first projects under the national Genesis Mission to accelerate AI. That bet is good for a start, but it falls short of the work China is doing, according to an analyst who commented to EE Times.
The U.S. government initiative, announced in December 2025, aims to boost scientific research through AI. The U.S. and China are months apart in a race for AI leadership, according to many observers. The U.S. has a lead in frontier AI models, talent, and capital deployment, while China pushes ahead with cost-optimized models, according to a report published by the Boston Consulting Group on June 30th.
The U.S. Department of Energy (DOE), which oversees much of the U.S. tech portfolio, will fund research teams at Argonne National Laboratory, one of several U.S. laboratories participating in the Genesis Mission. Private companies such as quantum computing startup Infleqtion are also joining the DOE project.
Research teams will help develop and demonstrate AI-enabled scientific workflows to accelerate breakthroughs in energy, discovery science, and national security, the DOE said in a statement released on July 22nd.
âThe 278 projects selected today represent the very best of our nationâs scientific enterprise,â Secretary of Energy Chris Wright said in the statement. âAmericaâs innovation pipeline is strong, and it points to even greater opportunities for future investment and continued expansion of the Genesis Mission portfolio.â
The effort announced this week shows how AI can help address complex challenges in energy, national security, and scientific discovery, Temitope Taiwo, director of the Nuclear Science Division at Argonne, said in a prepared statement. âArgonne researchers and their partners will apply AI to areas such as nuclear fuel recycling, quantum technologies, weather and water forecasting, advanced microelectronics, and cybersecurity.â
The largest project so far is a three-year, $60 million investment in nuclear energy that will harness AI to help build nuclear facilities faster and safer while cutting operating costs to provide Americans affordable, reliable, and secure energy, the DOE said.
Small bet
The U.S. probably needs to up the ante backing its Genesis Mission, according to Handel Jones, CEO at International Business Strategies.
â$5 billion is better than nothing, but it should start at $50 billion,â Jones told EE Times. China will earmark $295 billion for its national AI expansion over the next five years, according to media reports.
China has strong advantages in cost and manufacturing, according to Jones.
âToken prices in China are less than 10% those in the U.S.,â Jones said, speaking during a visit to Asia. âLeadership in agentic AI is a national commitment in China. China is already significantly ahead of the U.S. in physical AI such as robots.â
Quantum computing
Infleqtion has three DOE Genesis Mission projects to advance AI-optimized quantum computing, deployable quantum sensing, and fusion energy research. The startup will work with Argonne National Laboratory, Brookhaven National Laboratory, Lawrence Livermore National Laboratory, and the University of Colorado Boulder. The work will include AI-optimized quantum circuit design for nuclear applications, deployable atomic quantum sensing with agentic AI, and nuclear fusion energy research.
The boom in construction of AI data centers has stressed the U.S. power grid. New data centers are turning to alternative sources of off-grid power such as natural gas and nuclear energy. Quantum computing is seen as a way of easing AIâs power consumption.
âAI data centers are pulling more power than the grid was ever built to handle, and the industry is recognizing that these types of issues are beyond the capabilities of classical computing alone,â said Infleqtion CEO Matthew Kinsella in a prepared statement. âBy applying quantum computing to some of the hardest problems in nuclear and energy research, Infleqtion is playing a critical role in advancing the objectives of the Genesis Mission.â
The SLAC National Accelerator Laboratory, working with southern California universities, will lead a Genesis Mission project to help secure the nation’s critical mineral supply by developing AI tools to improve recovery of valuable transition metals from spent lithium-ion batteries.
âOver nine months, SLAC and the University of Southern California will run several AI-experiment cycles, aiming to recover target metals at 80% purity or better, while bench-marking this approach against conventional literature search-and-recovery methods,â Ahamed Irshad Maniyanganam, SLAC associate scientist and lead researcher, said in a statement.
China controls the supply of rare-earth materials that are essential to production of semiconductors and magnets used in everything from jet fighters to smartphones. Chinaâs April 2025 export restrictions on rare earths and permanent magnets have triggered rapid disruptions across defense and industrial supply chains, exposing the fragility of a system still heavily dependent on Beijing, think tank CSIS said in an April 2026 report.
A single spent EV battery holds tens of pounds of valuable metals. The SLAC-led project will use multiple AI agents to propose specific methods for extracting the metals and evaluate them experimentally in a lab. SLAC aims to provide expertise in materials science, chemistry, battery research, and chemical engineering.
In addition to the metals recovery project, SLAC will contribute to 10 Genesis Mission Phase I projects in areas including biotechnology, fusion energy, electronics and sensors, cosmology, particle physics, and accelerator technology.
Ryan Herbst, a division director at SLAC, told EE Times about a joint project led by Fermi National Accelerator Laboratory as part of the Genesis Mission.
âMost of our role there is the extreme environment data because we’ve done a lot of research on operating in cryogenic or high-radiation environments,â Herbst said. âThe idea of the overall Access project is using AI to speed up the iterations of filling in models so that you can do the deployment of ASICs in extreme environments and figuring out if we can use AI to fill gaps in the data.â
No money yet
Selection for award negotiations is not a commitment by DOE to issue an award or provide funding, the DOE noted. Before funding is issued, the DOE and applicants will undergo a negotiation process, and DOE may cancel negotiations and rescind the selection for any reason during that process.
Awardees will gain access to the Genesis Mission Platform, including AI agent frameworks, advanced AI models, and software made available through industry partners, as well as high-performance computing resources across the DOEâs national laboratories and partner facilities. Together, these capabilities will enable researchers to rapidly design, test, and refine new approaches, the DOE said. The DOE provided more details at this link.
