Executive Summary

A public debate has been organized in partnership with the European Parliament bureau, the European Commission representation, and the City of Paris to discuss the geopolitical position of Europe on Europe Day, May 9th. The discussion draws on the historical context of the European project, noting that 76 years ago, Robert Schuman proposed the creation of the European Coal and Steel Community (CECA) to reconcile nations following a fratricidal war. The current discussion centers on the extent and place of the European Union within the global system. This reflection is set against the backdrop of the current confrontation with war in Ukraine and the stated goal of the European Commission President, Ursula von der Leyen, to pursue a more geopolitical Union during her second mandate. The event features input from Isabelle Romero, Perrine Desplats, Oihana Almandoz, and Luke Brown.

Full Take

The framing of the discussion centers on balancing historical foundational efforts—like Schuman’s attempt at reconciliation—with the contemporary reality of European security and geopolitical aspiration. The narrative implicitly sets up a tension between the historical, unifying purpose of European integration and the modern, externally focused challenges that demand a redefinition of the EU’s role.
The central pattern is the use of historical memory (Schuman's project) to establish legitimacy for a present-day, complex geopolitical inquiry. This appeals to a sense of continuity and inherent purpose, suggesting that the current geopolitical dilemma is a continuation of the foundational goals of the European project. This pattern often serves to frame current actions as necessary steps toward an inevitable, historically rooted conclusion, which can reduce immediate political friction by anchoring the debate in shared history.
The underlying assumption driving the inquiry is that the EU, despite its recent expansion and institutional growth, still requires a definitive geopolitical role commensurate with its size and influence. The implication is that the internal structures of the Union are insufficient to fully address external threats and opportunities, thus necessitating a shift toward a more assertive, external-facing identity. This focus on external geopolitics, rather than purely internal governance, positions the EU as an actor operating on the world stage, rather than solely as an internal political entity.
The critical observation is whether the historical goal of reconciliation can be successfully translated into a coherent strategy for contemporary global power projection. This raises the question of agency: how can a system built for peace and integration effectively manage conflict and define its power in an increasingly fragmented world?
Bridge Questions: If the historical mandate was reconciliation, what concrete, measurable geopolitical shifts must the EU achieve to fulfill this legacy in the context of current conflicts? What historical precedents exist for successful large-scale geopolitical transformations that align with the principles of European integration? What are the specific costs and benefits of prioritizing a geopolitical identity over purely internal institutional autonomy?
