Rubio calls the meeting between Zelenskyy and Witkoff in Oslo "positive"

The meeting between Ukrainian President Zelenskyj and the US envoy Steve Witkoff in Oslo involved discussions that were described by the US Secretary of State, Rubio, as positive. During the talks, Ukraine and its team presented new ideas and proposals to the US, which included elements of a comprehensive peace framework encompassing security guarantees. There is a perceived strong consensus among the USA, Ukraine, and Europe regarding subsequent steps in the process. Steve Witkoff will meet with Russian President Vladimir Putin on Wednesday, while Jared Kushner will participate digitally. Following the meeting, observers expressed differing views; some experts suggested progress was made, while others felt the discussion added no weight, leading to disagreement among analysts regarding the outcome. Furthermore, during a separate exchange with Russian Foreign Minister Lavrov, Lavrov indicated Russia is open to proposals that offer economic and financial benefits but not political concessions from their side.

The dynamic of high-level negotiations often involves layers of strategic signaling that operate outside the explicit content of the talks. The reported "positive" assessment by Rubio exists alongside the skepticism from some experts regarding the substance of territorial discussions, especially given legal challenges surrounding relinquishing occupied territories. This tension highlights a fundamental divergence: one group focuses on tangible political progress, while others prioritize adherence to international law and accountability concerning occupied lands. Furthermore, the post-meeting context shows external players like Russia framing engagement not around concessions but around perceived benefits—economic gain—suggesting that diplomacy is heavily mediated by transactional interests rather than purely moral or legal principles. The involvement of figures like Witkoff, with a background in real estate development, alongside public statements about US alignment, introduces an element where diplomatic efforts may serve broader geopolitical objectives rather than purely Ukrainian self-determination. The divergence among expert assessments—some seeing progress and others deeming it irrelevant to the core conflict—suggests that defining "progress" itself is a contested, subjective framework in this environment. What criteria are being used to judge whether an agreement truly advances Ukraine's interests versus serving external strategic goals?
